I am by no means an expert in this complex area but...the previous
messages were talking about *export* of this technology from inside the US
to outside the US, which is prohibited by US law except if special licenses
are acquired. I don't believe either DES or triple DES are patented
anywhere in the world and so to answer your question; I believe a person
outside the US can legally write code to implement any encryption
technology, including triple DES, as long as such an action does not violate
the laws of that country or infringe on an existing patent in that country
on that technology.
