'vi' (unlike other programs that just check the ROWS and COLUMNS values)
also checks the baud rate of the terminal, and if it's under 1200 or so,
only displays partial screens. Most likely, your ktelnetd is setting
the baud rate to 0 - have it cram in 19200 or soemthing, that should
fix this problem.
