Questions about "cognizant reporting" field

Bob,
Kris and I talked about the "cognizant reporting" field last week, and while
it's conceptually simple, there are a few decisions we need to make before we
can estimate how long it will take to implement. We want to call this the
"reporting person" field.
Here are the questions we have:
1) Which entities will require the new field -- Projects? Activities? Both?
2) How will the information in this field be manifested in the application?
At a minimum, we assume it needs to appear on the Project/Activity Detail
page, and the corresponding update form/page.
Will it be enough to just provide a "report" by the field, or
does it need to appear on the Project List and/or Activity List pages?
3) What will the contents of the field be? Names of IT processes?
Names of individuals? Our suggestion would be that we use individuals
rather than processes (or any other IT entity) simply to reduce/eliminate
confusion.
