My understanding of setpassword is that it does nothing about old
passwords. It merely
sets new ones. So, if you don't know the user's password already (since
you cannot decrypt
the stored version), the only option is to set a new, arbitrary one,
and inform each user
what their new password is.
Thus the cooperation of users IS required to the extent that they must
not become angry
when their passwords are changed to an arbitrary value for no apparent reason.
