You have shown that 'system:anyuser' rl applies to the directories which
you are trying to list. However, several subdirectories (apparently not
files) are missing in the list you get. What is the ACL on these sub-
directories ? It could imagine that they have only 'system:anyuser l',
which might be unsufficient for them to appear in your ftp ls output.
