    When I administered the Cell at the Electrical/Comp. Eng
department here at CMU, I had a set of shell scripts which I used to
create users and volumes.  So I just put the appropriate "fs sa -clear
..." line in it.  I assume most people have something similar.
Personally, I think the default behavior should not be treated as
"default", but as a backup in case someone forgets to set the "real"
acl.  Treated like that, the actual value of the default ACL is more
or less arbitrary (except for issues of timing windows while volumes
are being created, but even then, there isn't any data yet to protect).
