We do "fs newcell" as well, but that doesn't help for the case where a
cell is entirely removed.  Currently, AFS will periodically poll every
server it knows about, whether or not there has been any recent
fileserver activity (admittedly, servers get flushed after the linked
list reaches 30 servers).

I have sent Transarc some patches that only do periodic server checks
with the servers in the local cell and those servers from which
callbacks are registered (the latter is necessary because of some
assumptions in the callback mechanism, as is described by Kazar's Usenix
paper on AFS).
