To install files setuid in AFS:
1. copy/move/install the file.
2. su root on the local workstation.
3. as local root, klog to an AFS admin instance
4. chown root the file
5. chmod 4755 (or whatever) the file.
Use the same process for setgid, using chgrp in step 4 and 2755 in step
5. The key is to be root on the local machine + klog admin in AFS.
