We will be addressing this in AFS 3.2, and most likely we'll be doing
two things:
1. Allow root-based setpag calls to execute without delays.
2. Reduce the delay time greatly, since even with groups with short
group IDs, the pag space is still 24 bits. Greatly in this case means
at least down to 1 per from 1 every 10 seconds.
