Cross-directory hard links

There was some discussion a few months ago about how to cope with the
lack of cross-directory hard links. One tool that sounded quite useful
was a version of tar that substituted symlinks during extraction.
However, my memory is that only an AIX version existed. Does anyone
have a version of, say, gnutar with this patch?

How about other tools? One that was suggested here was a tool to
rummage around a non-afs directory tree, substituting symlinks for hard
links in place. You'd need to give it some sort of prioritization as to
which names should be the real ones. Any other ideas?
