1340 is OLD!!!  I've discussed this with Postel and he worms around the
issue.  He has come out with the Standards document (1540) that gets
republished quarterly.  I can see the problem with assigned numbers RFC, as
it lists all of the NETs, and DOMAINs...

So the best thing to do when you have a question about assigned numbers is
to send a query to:

iana@isi.edu
