Henry,

I misinterpreted your original question.  What you are asking is if
there is any way to dump passwords from the /etc/passwd file into the
authentication database to prevent you from having to create all new
passwords and then have your users change them to what they wish.

The algorithm used to encrypt passwords in /etc/passwd is a one-way
encryption algorithm.  Since we use a different encryption algorithm
from the one used by /etc/passwd, the encrypted passwords cannot be
simply copied into our database.  In addition, there is no way to decrypt
the passwords from /etc/passwd and then enter them into our database.
