NTP and date

Hi,
   We are running AFS 3.1 beta under Ultrix 4.0 on DECsystem/3100.
Every 7 or 10 days, the date on our AFS file servers would just
STOP.  I would type 'date' several times and it would produce the
same output (the same time) every times (i.e. the time does not
change at all for each 'date' command).  This event happens randomly
on several of our AFS file servers.  The wrong date is usually off
by several hours, which really confused AFS!!!  These AFS file servers
run the normal '/usr/afs/bin/runntp' and 'ntpd -f -c /tmp/ntp.conf'
that distributed with AFS.
   Has any one experienced this problem before?  Thank you for
