It's generally a hard problem.
"it" is the problem of authenticating anonymous processes, of
which cron is just one case. ordinary unix authentication says
"since you were able to set /etc/cron setuid root in the first
place, you must be trustworthy" and this sticks with cron evermore.
but in /afs, nothing is trusted forever!
