Here at Athena, we specifically haven't addressed that for security
reasons.  There are various things someone could do with a list of all
accounts at Athena that we would rather not have to guard against.
Our hesiod database is generated by Moira, our service management
system.  Moira allows controlled access to this information, so it is
possible for users to get to that part of the info that they have
rights to.  For those system servers which need a complete password
file, moira generates one which is automatically updated regularly.
