This is for people arriving in the US from international
flights, one suspects, since the Constitution prohibits
Customs from randomly inspecting citizens.
Still, you're right; wait til they zap a health-paranoid *lawyer*.
I believe they can make you wade through disinfectant before entering the
country if you admit to walking around foreign farms.
