You should be able to get a 2-kilo bag of refrigerated ladybugs at a garden 
supply store near you.  This is an extremely effective bugging device.  Just 
open the top of the bag and leave it under a bed, in a closet, or in some 
other warm, quiet, place in your victim's home.  They will be very effectively 
bugged.

Exotic delivery methods also have considerable potential.  If you pre-warm the 
bag, a catapult (the old-fashioned kind or a simple water-balloon-throwing 
funnelator) can deliver the bugs from a distance with considerable effect.  
This is best when your target is in an outdoor setting where traditional 
bugging efforts are less useful.

Finally, if you are trying to bug your sister, the best thing to do is to 
sneak the cold bag in under the covers near the foot of her bed, while she is 
in it.  I had three older sisters, and I never found a better way to bug them 
than this.
