I looked on Tucows recently (http://www.tucows.com ) for Win95
voice-over-IP products, and there were several that mentioned encryption.
Rave2 was one, and something named approximately Buddyphone
integrated with ICQ / AOL Instant Messenger and did encryption.
I haven't looked at them in any detail yet, and it didn't occur to me
to look for DOS / Win3.11 :-)  But there's stuff out there.
