Not in all languages. That's why there is an international
trade in letters, for instance with the West's surplus "J" and "Z" going to
eastern europe and South America importing a lot of
unused "Z" from North.
There's also a big market in punctuation, but the Vietnamese
are the fucking Hunt bros there..
