The US is concerned that a separatist Quebec could let non-UKUSA
countries, especially FR, into SIGINT secrets. This was explicitly
threatened as an intention by the separatists in the 70s. Spooked 
the UKUSA spooks that did, and mouth-watered the N-UKUSAs.

NZ's breakaway is a harbinger of small entities seeking to get from
under larger, such as AU -- which is the SE Asia US hegemonic 
clone/cutout/Timor-rentacop.

It's not hard to understand that cutting out NZ from the Echelon
goodies would be replayed to threaten CA. The current US squeeze 
on military cooperation and contracts is hurting CA M/G industry.

Those CSE-Quebecois working at Ft Meade got to be listwatched.
Those which have replaced the watchlister NZs who blabbered
to NH and DC (with CAs like MF and AUs not yet IDed).
