IMHO there is no such thing as an "innocent" civilian. All citizens are
responsible for the actions of their government regardless of the type of
government and the level of the citizens support. No government,
regardless how draconian, can survive without at least the indifference of
the populace. In western democracies, even small percentages of the
population can have dramatic effects on their governments policies. After
watching the soviet union & eastern europe fall without significant
violence I can not understand how people can still cling to the false idea
that somehow the citizens of a country are just innocent bystanders.

Governmental hypocrisy is nothing new.
