Yup.

I like what L. Neil. Smith has to say about terrorist violence -- which also 
probably applies to any state too small to ever consider expansionist 
invasion:

almost invariably reactionary; simply stop doing things -- things you 
shouldn't be doing anyway -- that cause terrorists to attack you and the
