You might want to cast it as a plug-in to Carl Ellison's more general
timeline of cryptology:

I'd find a timeline of Clipper I, II, III, III.V, and so on rather
dull reading unless I were trying to convince somebody that
governments have been intentionally interfering with crypto
development and deployment.

Who's your target audience?  We and the executive branch both know
what's been going on; the only important players who don't are the
bulk of Congress and perhaps the Supremes... but I'm hopeful the
latter will be able to figure it out and Do the Right Thing when
they see it in a few years.
