I think that if one wished to construct a cover story, one would construct
one which would subject NASA to less ridicule.
According to accounts, Lockheed was telling JPL the thrust in pounds, and
JPL was entering the figures into a computer which assumed newtons when
doing calculations.
They actually had this screwed up during the entire mission, but it wasn't
until they needed to do the precision burn to enter orbit that the mistake
became apparent.
