In Belgium, a national ID exists already for decades.
You are obliged to have it on you wherever you go and you have to show it whenever a policeman asks you. 
Opening a bank account without id, not bloody likely. Banks ask you for your ID every time you come in.
Even (some) prescription drugs will not be given unless you show your ID (the number is then written on the prescription).
Need your ID to get a job? Not only that, but once you got a job you get a 'workpermit' that you have to carry whenever you are working.
Things don't seem that bad in the US of A.
