I don't think there's much more motivation for biological attack on the US
by foreign terrorists than there's been for a while, though technology
has probably made it a bit easier.  On the other hand, now that there
aren't any Commies around except the few who were recently discovered in
China,
the Standing Army and its supporters have much more motivation to
frighten everybody about the risks of terrorism and biowar.

But is the reason they're trying to immunize the Standing Army and Reserves
only to promote fear and protect them against foreign anthrax?
Or is it because the US wants to be able to use the stuff themselves?
Presumably they'd analyze any anthrax used against our troops and
declare it to be stolen Soviet Anthrax deployed by Scary Islamic Terrorists,
but it's a good way to get the US public backing our troops,
or to manufacture an incident if they need one.
