There is a picture of the device at that link. The article says the
effective power of the device is 20MW out of a normal car battery. All I can
say is it's gonna be a one-shot and the pulse doesn't last long. The actual
device is blocked by the wave-guides so I can't see exactly how it's being
done but I'd guess a spark-gap of some sort. The article also implies the
range is very short. I'd guess less than a few hundred feet since it states
that for $300 you can build one that works up to 100 ft. Looks like normal
Faraday style shielding would work fine against it.
