Apropos the disclosures re CS use at Waco, see Danny Coulson's book "No
Heroes" at p. 450; he says -
"At 7:09 AM the operators reported they'd delivered all their CS rounds
through windows, but except for the left side, they hadn't penetrated the
compound walls. Jamar told Rogers to intensify the gassing. Rogers sent
CEV's to punch holes in the walls and fire more CS rounds. The supply of
rounds was exhausted at close to 9:30 AM. Nearby field offices were asked
to send more rounds to the scene; these arrived around 11:30 AM. Meanwhile,
Rogers deployed CEV's to knock holes in the rear walls and open an escape
route. The last tear gas rounds were delivered into the building at about
11:40 AM, according to the HRT log."
