Well, it might be argued that the fact that CANARIE is now
actively soliciting proposals to expand the Canadian
Internet community, and the details of that solicitation,
could be of interest to the readers of this list even if
most can't actually bid on the work. I'm certainly
interested in hearing of similar developments elsewhere, as
they indicate the growth of support for the Internet as a
whole and that affects me. Also, it serves as a data point
in my push for greater support back home to be able to
point to concrete steps taken elsewhere.
As for being exposed to the two languages, I might have
run the English version first if _I'd_ been posting this,
but empirical evidence is that exposure to French doesn't
actual cause permanent harm! ;-)

My proposal for funding the Internet is pretty simple. I vote we institute
an "Information Superhighway" tax, the proceeds of which will be used to
fund network infrastructure. The way this would work is simple - every time
someone uses the words "Information Superhighway" or any of its derivatives
we strike them with a sharp object and make them pay a $10 fee (of course,
the sharp object is not actually needed to make this scheme work, it's just
in there because it seems an appropriate thing to do...)
