I think that they way to do this is to get the NSF to agree to the funding 
for equipment and services to put you on the backbone.  This is only done
-after- you are declaired a regional network and there is agreement that
a new NSFnode should be deployed in your area.... 

I understand that this model of connectivity is no longer being encouraged
and alternatives are being considered.
