Reminds me of the discussion in the local papers over the past years about
autotraffic in Fairfax City.  Seems the city does not want more traffic, so 
they have refused to widen the roads.  It appears that some people think
that if you don't provide the roads, the cars won't come.  This may be true
if there are no road at all, but if there is already a road, but it is just
too small, then the road just gets more crowded until it is solid traffic all
the time.

A potential solution is to provide different types of roads and vehicles so
that people will have a choice. Seems that the same concept might apply
to the Super data highway.
