Careful on the wording.  If a company has multiple offices in WA, then
the routers for their *private* net would be considered CNAPs; anybody
could connect, and the PUC could tell them where to put the routers.

Who *does* own them? The State? This seems like it's going to add an
extra layer of routing to everybody's net & slow things down.

Other than that, looks good to me.  Wish I lived in WA.  :-)
