How could Shrage have missed the point so completely? That in
the last 2 centuries of this country, I can think of three
'technologies' that were used to serve the population.
Land Grant Colleges with Agrigultural extention agents (the
technolgy of centralized research and decentralisd distribution
ofagricultural information)
Public Libraries (the distibuted technology of providing information
in book/paper form to the public)
Public Schools (the distrbuted technology of transferring knowledge
and skills in communications networks called 'classrooms.')
And gee, *MY* library is open 24 hours a day. And has been since
1981. By modem.
