I think that you reply is right on the money.
Wouldn't the NSF be the agency in charge of setting the parameters
for the metrics of service qualities and accountability of resource
consumptions ?
Anytime, I get near a million plus dollar deal, I certainly have some sort
of idea if I am above, below or even mid-line. From everything I have ever
seen, most of these issues are delt with in a verbal manner and with only
the smallest amount of a paper trail. The NSF and ANS love this grey corner
of the world.
By the way, my response to you was prompted by what I saw as an excellent
post.
