This discussion of whether or not people who don't know
how to drive should be advising the USG on how to build
the highway is giving me a sense of deja vu. Having spent
a great deal of time around the International Telecommunication
Union (remember that? big building in Geneva, lots of telegraph
experts on hand), I can point out that ITU-T (formerly CCITT),
which claims to be the world's leading international standards
body, does not use networks in its work on networks. Neither
the Director, nor the vast majority of participants, know or
care to know how to do it. They do occassionally pass ringing
Resolutions and Opinions, though, to the effect that the use
of networks is an issue meriting future exploration, after the
committee on committees makes a recommendation to the subcommittee
on blah blah blah....The same goes for the people involved in
the GATS trade in telecommunications services agreement. Don't
know about the ISO...
