Consider that it is not uncommon for a site to block all incoming TCP
connections, including finger.

So, given a policy like Donald's, put a small "allowable uses" list in
the finger output.  Maybe ISOC or someone else puts together a short
document on "allowable uses of information obtained via finger", and
makes it available by anonymous ftp, and you just add a disclaimer to
your finger output like like

    This information may only be used as described in the
    ISOC Finger Information Usage Policy version x.y or later.

Of course, this statment should be lawyer-approved.  And, of course,
it would need teeth.
