Out from under my rock - for a bit longer. 

Stephen,

I read your reply to another post on the transition. You said that the
year is not so that ANS can shutdown but, to help the regionals in their
need to procure connectivity.  IS that really going to happen ? I am not
sure that such a statement would be in order at this time , unless some sort
of decision on the backbone award has already been made.  We could both go
at it all day long about that answer.  Since I feel that a decision has
already been made, I will try to watch this very close while I am in school
over the next 2 years.  

Why has ANS/Merit been given an increase in the extension ? According to
Gordon Cook, that increase is 20 percent.  Do we reward , failure to 
deliver until extension time. I have made several inquiries to Al Gore's
office asking for direct answers.  I really do expect to see them. One
of my main questions is... 

Is the NSF because of political & hundreds of other gov't reasons , funding
this IBM/MCI and now NT adventure to help IBM gets its financial bearings ?
In an indirect way, IBM does gain from this deal.  Again, alot of us object
to things being done in the shadows. More PR light on this who selection
process would be fantastic.  Since its a cooperative agreement & not a
regular contract, maybe some creative disclosure is in order.

Since I am of the opinion that NT can gain nothing technical from ANS in
the way of IP over ATM advise and ANS is getting ready to move into a large
and expensive NT building, it  just makes me wonder.  You don't spend that
kind of money without some sort of gurantee, verbal or otherwise.
