What is that golf rule that says 'each person keeps there own score"?  This
rule has created the fair play and success of golf.  One of my colleagues
that is a big golfer was talking not long ago about a country club that fell
apart when the members started cheating on their cards.  Actually came to
blows in the parking lot...

Self interest is probably the best path to fair play.
