Flat Rate vs. Prime Time

I've had reason to look around at different service providers recently
(I'm helping an organization find a service provider who can cut some
kind of bulk rate for up to 400 people).
While sifting through some different plans, I noticed that some
people have "Prime Time" charges much as the phone company. Just out
of curiousity, does it make a difference? Is this policy there to
keep the load low at that time or is it there to make just 'a little
more'?
If it's there to keep the load low, does that mean that you have
a large customer base? Or do you have too small a machine to handle
your market?
