For those who remember the solicitation last summer and the NSF's answers to
questions here is the NSF's answer to Question 14: Define Regional Network for
the purposes of this solicitation. The NSF does so by referring the reader to
section III e of the solicitation. Then it adds: "an NSF supportable regional
network is one that has client/member institutions of higher learning."
Does PSI or UUnet qualify for being NSF supportable under this definition? If
so what client/member institutions of higher learning make them NSF supportable?
