Again I believe you are talking about low change environments, and you are
talking about things that can operate (well) in a balkanized fashion.
Having actually talked to municipal (and even co-op) cable tv companies it is
clear that they are not in the position to deal with the
fiber/broadband/interactivy/brew-ha-ha technology if not technology¶digm
change.
In addition for the most part both the locally owned electrical power grids
and the cable systems worked fine when they talked to themselves, stepping
outside of their walls caused and causes them tremendous problems and
tremendous investments.
