Why doesn't someone take the vbns and related solicitation, re-sculpt
it into an RFQ and send it out the the carriers, and see what they 
will price it at?  If they come back with more or less off the shelf
pricing (MFS Datanet might be interested for example) then it looks
like something that can simply be purchased.  Might give you more 
concrete evidence to plop down in front of someone to show that it is
not "research", just a commodity like wheat, rice, or sow belly.

On the other hand, if Firm A tells you they will do it for you for 
7 million, and the government INSISTS that they MUST pay 
12 million (or whatever) for it, and they REFUSE to reconsider,
then SELL it to them for 12, buy it for 7, and give the remainder to
the homeless.

Sounds like a PLAN Gordon ;-)
