"Require their members"...?   These are business organizations whose
management might be swayed one way or another regarding re-selling,
but requiring them to conduct their business in a certain way isn't
likely to go very far.

What is needed is a PIX, a Public Internet Exchange...but of course
you'd need publicly managed service providers to join and offer
service.  Where is FARNET in all this...?
