Well, congratulations, some accomplishment.  YEARS after ANS promised
and was paid for this type of service from the beginning, it now
materializes.  

There's been so much said back and forth on this.  And we can see what's
happened to the underlying company on whose back NSFNet rides.  IBM is
no longer a dominate company and struggles to maintain any credibility,
especially in this high speed data market.  

But delivering on an promise (because as we all know, we can't mention
the word "contract" this situation has been anything but a contract) so
many years late is hardly something to celebrate.  

ANS has up to 12 months now to make the network sing.  I wish them the
best...

But I still want to know how much money the RAC has in its infrastructure
pool.  Anyone want to enlighten me?
