You are also supposed to join the CIX if you want to resell traffic.
The only way the CIX funding model can work is if the revenue (which is
required to maintain the gear, etc) grows along with the demand for the
bandwidth at their collapsed backbone.
If there are examples of people who <are> getting CIX routing for their
resold customers but haven't ponied up to the bar, I would be extremely
interested in hearing about it. I suspect that the CIX would be very
interested in putting a stop to it -- at least, I would hope so.
