While the re-sale of network connectivity does raise some problems,
the CIX fee is so low that it doesn't seem unreasonable as an entry
fee for even the little retail Internet outfit in Podunk.

I see two possible stable points for the CIX arrangement to converge
on.  One is that each of the resellers pays the fee, and there are lots
of resellers, so the fee stays small.  (That's what the CIX agreement
leads to.)  The other is that only the "big guys" pay the fee, which
covers "their" resellers, so few companies will pay the fee, and the
fee will grow large.

	Many network providers, small fee,
	-- or --
	few "top-level" providers, large fee, and lower-tier
	resellers dependent on the big ones.

I would like the little retail folks to flourish.  It seems to me that,
long term, they are better off paying the small fee and riding first-class.
