That is only "right" if you assume that all the decisions are made
based on pure technical grounds, and ignore all the non-technical issues.
In real life non-technical issues are likely to play an important
role. So, while from a technical point of view it should be possible
to build a single backbone that spawns 100 (or so) countries, I
think that due to non-technical reasons the likelyhood of such
an endeavor to succeed tends to 0.
