 Hate to break it to you Marty ol' boy, :) but the Federal Government has
 given the Generally Accepted Accounting Practices and the rules set up by
 the Accounting Board the force and effect of law.  As it stands, the GAAP
 and other rules are as much "involuntary regulation" as anything created
 by a government agency.
 
Living down here beside Babylon on the Potomac there is a clear difference

The people who rule on GAAP are neither career nor politically appointed
bureaucrats

In addition they don't have a law enforcement section that totes M16's.
