Lars Poulsen isn't reachable from the ANS side of the network either.
If I try to reach him from GE Medical Systems, ANS tries to pass the
packets to the CIX at its new gateway, but the CIX won't take them:

I'm afraid that the CIX filtering gateway is still in place. Next
week, the combined engineering talent of ANS, PSI and Alternet will be
working together to plan and implement the new ANX/CIX routing
exchanges. This will include removing the filtering gateway and
announcing our single-enterprise customers to the CIX router.
Please note, however, that under the current CIX Association rules,
ANS is not permited to announce any of our gateway customer's networks
to the CIX router. This is unfortunate in that it unnecessarily
hinders AUP-free connectivity.
Ironically, as Lars correctly pointed out, the workaround is to submit
the necessary paperwork to utilize the government funded NSFNET
Backbone Service. In my opinion, this is not the behavior a trade
association of commercial internet service providers should incent.
