I think I now have an understanding of the source of my connectivity
problems. Under the current rules, there are 5 classes of networks:
1. US R&E sites
Routed freely by ANS and CIX
2. Commercial sites attached to a CIX member
a. have signed NSF-AUP pledge
Routed freely by ANS and CIX
b. without NSF-AUP pledge
Routed by CIX but not passed to ANS
3. Commercial sites attached to ANS
Routed by ANS and recently also by CIX
4. Commercial sites attached to non-CIX providers attached to ANS
Routed by ANS but not by CIX
My site falls more or less into class 2b. As a result I could reach
class 2a and 2b but not class 1, 3 and 4. For example, I could not
send mail to the following destinations:
# eecs.nwu.edu -> via ANL (NSF)
# halcyon.com.au (munnari.oz.au) -> via NSF
# goshawk.lanl.gov -> via ESnet
# is.rice.edu -> via NSF
# calcite.rhyolite.com (CSN.ORG) -> via Westnet (NSF)
# stars.reston.paramax.com -> via PREPnet (NSF)
I have been persuaded that I need to sign the NSF-AUP and become a class
2b site. As far as I can ascertain, this will get me routed to all of
the above. I was quite surprised by this finding. In particular, I had
not expected that class 4 would depend on my AUP status.
While I find it reasonable for a commercial site to promise to "not
deliberately send commercial traffic over NSF paid facilities", I am
surprised how many apparently commercial places I can only get to via
NSF facilities.
